Fighting for loose change
High stakes over a small pot of money.
Every year I have to remind you, dear reader, that while the City Council is technically considering a $5+ billion budget, the vast majority of that money is not up for debate. At least not serious debate.
The budget process, particularly in the years since the State Legislature dramatically reduced the city's taxing power, is really a fight over the city's loose change.
And as has been the case in recent years, much of the conversation about loose change will deal directly or indirectly with homelessness.
I discussed some of the big homelessness items yesterday, and today I'm going to go through a few more examples of things Council members are hoping to fund.
